Silicon Valley Fellows Launch New Initiative to Address School Funding Inequities in California

Youth-led collective produces policy paper calling for reforms to California’s education funding system.

United States, 27th Oct 2025 – In a bold move to tackle the long-standing issue of school funding inequities in California, Silicon Valley Fellows, a youth-driven civic innovation collective, has released a policy paper proposing solutions to optimize the Local Control Funding Formula (LCFF). The paper, created by high school students from the Silicon Valley region, seeks to address the gaps in funding for districts caught between high-need and high-wealth areas.

Silicon Valley Fellows Identify Gaps in California’s Education Funding System

The Local Control Funding Formula (LCFF) was designed to allocate state funds based on student needs, but high school students from Silicon Valley Fellows found that districts like Fremont Unified School District (FUSD) are falling through the cracks. In districts that are neither considered high-need nor wealthy, the current funding system leaves many schools underfunded despite increasing demands from growing student populations.

After months of research, analysis, and discussions with state legislators and education officials, the Fellows produced a comprehensive policy paper that calls for critical changes to California’s education funding model. The Fellows’ proposal advocates for adjustments to the LCFF to better account for the needs of districts that do not fit into the existing extremes of wealth or poverty.

A Collaborative Approach to Policy Reform

The initiative reflects Silicon Valley Fellows’ commitment to outcomes-driven civic engagement. “Our goal was not just to highlight the problem but to provide actionable solutions,” said Anagha Sainath, founder of Silicon Valley Fellows. “Instead of focusing on the flaws of the system, we focused on finding practical and immediate reforms that could have a real impact on students in districts like Fremont.”

Through this initiative, Silicon Valley Fellows demonstrated that youth-driven innovation can influence public policy. The group worked directly with policymakers, researchers, and education advocates, utilizing their research findings to advocate for a more equitable approach to school funding.

Empowering Youth to Lead Change

The Fellows’ approach to civic engagement is unique in its focus on creativity, collaboration, and tangible impact rather than navigating traditional nonprofit structures. “We’re focused on solutions, not on expanding an organization for its own sake,” says Sainath. By focusing on results, the Fellows have been able to quickly translate their research into meaningful advocacy work.

The Fellows’ policy paper marks a significant step in demonstrating the power of youth-led movements in shaping public policy. As the group continues to grow, their work serves as an example of how young people can drive innovation and enact change within their communities.
